Martyn’s Law: development work continues on CT Security Qualification

Following the election and the recent King’s Speech, you will have likely heard that the Terrorism (Protection of Premises) Draft Bill, also known as Martyn’s Law, is being prioritised by the new government.

The Competent Persons Scheme (CPS) team have commented that the two streams of work being delivered by the CPS Team – a register of specialists and a qualification – will best serve the public and be a supporting tool for Martyn’s Law. The CPS does not form part of the legislation or its requirements.

The Counter Terrorism Security Specialist Register (CTSSR) will be a resource that provides the details of verified counter terrorism protective security and preparedness experts, who can consult and advise businesses and premises to mitigate their risks. We are currently reviewing the options to proceed with this to ensure a robust and fit-for-purpose solution.

The Competent Person in the Workplace (CPIW) qualification will be an Ofqual-accredited, Level 3 Certificate. The Office of Qualifications and Examinations Regulation (Ofqual) sets the standards and provides confidence in formally recognised qualifications in England, and we are in talks to confirm recognition, and accreditation, across the devolved regulators.

To support the design and meet necessary requirements to obtain Ofqual-recognition of the qualification, the Metropolitan Police’s managed service training provider is supporting, who have been consulting with and guiding the process of achieving this as specialist educational advisors. The next phase will involve selecting an appropriate awarding body to take the proposed syllabus and course outline to Ofqual for approval. Only after this occurs will any training provider be able to apply to the awarding body to deliver the course.

At this time, no training providers have been selected or pre-approved to deliver it. ProtectUK urges against relying on the services of any trainers or consultancies claiming otherwise.

Our Comment

Progress continues to be made with establishing the competence arrangements prior to the introduction of Martyn’s Law. Competence is generally determined through an individual’s training, qualification and experience, so this initiative will tackle the first of these.
